Governor Makinde Signs Executive Order on Handling Harmful Substances in Oyo State

Oyo State Governor Seyi Makinde has taken decisive action by signing Executive Order 001, 2024, specifically addressing the handling and storage of harmful substances within the state.

The executive order comes in the aftermath of a tragic explosion in Ibadan, prompting Governor Makinde to impose a 72-hour ultimatum for individuals possessing explosives to declare them. The urgency stems from the need to enhance safety measures and prevent further incidents.

The order outlines stringent guidelines for compliance. All residents and companies in possession of harmful substances must notify the Special Adviser to the Governor on Security promptly.

The notification should include a comprehensive inventory detailing the type, quantity, location, purpose, relevant licenses or permits, and existing security measures for storage and handling.

Governor Makinde emphasized the seriousness of non-compliance, declaring it an offense punishable under the Criminal Code Law of Oyo State.

The Special Adviser on Security, in collaboration with relevant security agencies, will assess reported cases and prioritize high-risk situations for immediate evacuation and secure storage.

To ensure accountability, companies dealing with harmful substances are required to submit their Disaster Management and Mitigation Plans, along with necessary documentation, to the Governor’s office monthly.

Regarding logistics, Governor Makinde clarified that individuals or companies in possession of harmful substances would bear the cost of evacuation and storage.

In instances where the state government incurs initial costs, reimbursement is mandatory within seven days.

The Special Adviser on Security, supported by various security agencies, is empowered to enforce the order, including inspections, arrests, and seizing non-compliant substances.

The governor emphasized that the Executive Order is effective immediately, and there will be zero tolerance for mishandling harmful substances in Oyo State.

After signing the order, Governor Makinde visited the site of the recent explosion, reiterating his commitment to ensuring the safety and well-being of the state’s residents.
